By Mayoral Proclamation issued yesterday the flags of the United States of America, the State of Florida and the City of Apalachicola are directed to be flown at half-staff at City Hall, and at all city owned buildings, parks, grounds and facilities throughout Apalachicola from sunrise to sunset on December 27, 2013, in observance of Quinnaland Jerome Rhodes, Sr., Remembrance Day.
In addition, residents, businesses, schools, state and county governments within the city limits of Apalachicola are encouraged to fly the flag at half-staff for the same length of time as a sign of respect.

Residents are also encouraged to observe in their own way December 27, 2013, which marks one full year since the untimely passing of Quinnaland Jerome Rhodes, Sr, and to honor the memory of his unselfish devotion to duty as a member of the Apalachicola All-Volunteer Fire Department and a deputy with the Franklin County Sheriff Office.
